Step1: Click 3 dots in top-left side corner.
Step2:Select Setting from the drop down menu.

Different types of Read Receipts on WhatsApp

Seen is the blue tick when your sent messages are viewed by the receiver by opening your contact but the blue tick doesn't appear if the receiver read the message through its notifications.
Delivered is the double grey tick which means that your message is 100% successfully sent to the receiver.
Sent is shown by only one tick which will get converted to double grey ticks after some and if it doesn't get converted then it may mean that you are blocked by the receiver of the message.
